Besides, were one to miraculously appear, how long do you think it would be before a foreign government snatched him up?
Here's a thought: get established space companies in foreign countries with real space programs to tender for the satellite or two that you want to place in space thereby sparing us the ongoing costs of maintaining a space program that will produce nothing. Like the WC2010, another wasteful white elephant.
SA space plan will boost poor
Pretoria - The South African space programme will open up new avenues to fight poverty and unemployment, Trade and Industry Minister Mandisi Mpahlwa said on Friday. (how???)
Launching the national space policy - which will inform the country's space activities - Mpahlwa said government, the public and the private sector all had to play a role in making the programme a success.
Global co-operation was also imperative.
"We are continuing on a journey to better the lives of our people by greater utilisation and greater exploration of space capabilities and possibilities," he said before popping open a bottle of sparkling wine. (geesh...)

Mpahlwa said South Africa had had a regulated and policy-driven space programme for five decades, and it was by no means a small player in the global arena.
"While South Africa's space activities are small, its potential economic and strategic importance is as boundless as space itself," he said.
The policy was approved by Cabinet in December last year and would guide the activities of the space agency.
The agency would oversee development of space missions, develop technology platforms, and acquire, assimilate and disseminate space satellite data for any organ of state.

I do not know which industries are involved in a space program, I am a social not a physical scientist. However, I can see this having potential of boosting employment, assuming SA has enough skilled people to fill positions that would go along with a space program.

I heard on 702 that there are around 6 million tax payers in SA (of a 60 million population, about 10%).
I bet my left and right balls that of those 6 million, 80% - 90% are whiteys. The blacks do not pay taxes (in any meaningful way by their small numbers) so it is still the whiteys contributing most to SARS.

Apparently according to a Secret Service insider, this space program has been a long time coming. The SA space agency has a plan and will not follow the beaten track to the moon or mars, but the intention is to send a man to the sun to look for water.
