Re: Assets Forfeiture - 111 Arnold road Observatory
Hi folks of Obz,It is with mixed emotions that i sit before my pc typing this letter of both, an apology as well as a reprimand. i am the tenant of above -mentioned address and from the onset i would like to mention that althougn i had not been an occupant for the pastyear, due to work related reasons beyond my control, i have now returned and am once again a dweller there.
i can assure all of you therefore, that the situation at the house will revert back to normality and respectability.Firstly i want to vent my feelings of frustration and embarrassment over the fact that misconstrued circumstances brought about an unfound rumourwith no real substance and absolutely no verification of any evidence whatsoever, which resulted in a respectable law-abiding citizen andneighbour, Maarten Turkstra - who also happens to be the Landlord - being shed in a dubious light. Maarten, albeit the owner, entrusted his propertyto me and had unreserved faith in my sense of resposibility ( which was neglected to a certain extent) to ensure that order, peace andtranquillity is upheld on a perpetual basis.
He certainly expected from me to avoid inconveniencing any neighbour at any time. I publicly apologise to Maarten for the obvious discomfort which the recent turn of events had caused him.
BUT: to those folks out there, irrespective of your true or sincere intentions to stamp out crime, please refrain from spreading half-truths and unconfirmed couvert dealings which has been rumoured to have transpired at the house.i, in my capacity as the tenant felt obliged to make periodic visits during my absence and in collaboration with an occupant who is awell-respected college teacher, have managed to keep tabs on the overall disposition concerning the house.
Relinquished control after retiring to bed...
He managed to maintain a reasonable degree of discipline amongst his fellow occupants, but understandably relinquished control after retiring to bed. After a thorough investigation ( which included discussions with immediate neighbours ) i concluded the following:
- the occupant who has been evicted brought different woman to the house on a regular basis for his own purpose and he did this during irregular hours, but he was the sole perpetrator and was not, as previously alleged, operating a brothel. he was utilizing the premises to fornicate indiscriminately for his own satisfaction.
the teacher whom i mentioned before has gone away for the school holidays and this left an opening for the two students who formed part of the full compliment of occupants, to revel. they organised a party to take advantage of his absence and consequently the debacle regarding violenceon the premises ensued as a result. subsequently, these two young ladies submitted their notice to me and are vacating the house within a week.
i need to stress that the above party was an isolated incident and that the constant movement of human traffic during all hours was the doing of the occupant mentioned earlier, who has since departed.
* absolutely no proof of drugs being used or dealt in was found and to me it was a classic example of negative reports entwined in a grapevine whichbecame twisted into a sensational exaggeration of the authentic events and original facts.people will naturally associate a party with excessive drinking and brawling and a drug deal or two, but it becomes frightening when such a misdirected fallacy has an adverse effect on one's reputation.
Exonerate the house... i admit that the dwellers has not been angelic of late, and i sincerely regret any burden it may have caused any neighbour, but i have no doubt, unless otherwise persuaded that there were any clandestine drug related issues being generated on on the premises.
When Maarten contacted me with the news that the SAPS were going to pursue the matter by obtaining a search warrant in order to conduct a proper investigation, i immediately contacted Inspector Nel to request that they bring in sniffer dogs and the like for the sake of exonerating the house once and for all.
it is of vital importance that we all need to have conclusive facts of any suspicious behaviour in our neighbourhood, before we decide to wave accusations and insinuations, which could effectively cause severe and at times irrepairable damage to innocent people in more ways than one,...
i am as concerned about crime as the next person and i have a passionate belief that we need to tackle it head-on and take Obz back from those who serve only themselves, causing misery in the lives of the innocent by depriving us of our basic right to peace, safety and security, but it isimperative that we nail the real criminals with irrefutable proof that they are really criminals.
In conclusion i want to extend my profuse apologies once again to Maarten for failing to prevent his property from being brought to near disreputeand also to any citizen of Obz who might have been affected in any way about the events mentioned above.
if anybody feel the need to approach me on a personal level, please feel free to do so, because i want to place the above -mentioned address back in it's original category of being known as the home of folks who careabout their neighbourhood and all it's good people.
Best Regards Johnny Wessels

Clearly we must be very careful of our facts. A hint of suspicion could destroy a Police career. Please work more closely with our Police. They are very approachable.A good way to meet and get to know them is to come on a foot patrol. How about this Friday at 19:00 at the Spar car park? PS It seems to me that Police visibility has been excellent recently. What do you think?David Raphael 072 065 7223ChairpersonOBS NEIGHBOURHOOD WATCH

Complaints - Neighbours have been complaining to the owner of 111 Arnold Road, for over a year now about the noise and late night goings on.Besides the numerous, different, various "tenants" who have seen coming and going, the noise levels and the suspected drug dealing, they further suspect that the actual Tenant is running a brothel.
There are numerous males and females, never the same ones, traffickingthrough the premises. There are usually drunken brawls, and the activities continue into the early hours of the morning. This past Saturday morning, there was a streetfight on the premises, ending up in one black male being punched in the mouth, bleeding profusely, much hysterical screaming and about 20 males coming out of the house to get involved in the brawl.
SAPS and ADT sorted it out.The tenant has been subleasing the premises for over two years now. It has been a constant source of disturbance and concern due to the ensuing activities.
The occupants of the premises have been aggressive and threatening and leave litter in the streets (all the beer bottlesand rubbish from the weekend are dumped on the opposite side of the street outside Milton Mews on a Monday morning)I must again warn that owners and landlords have a duty under law to see that premises are not used for illegal purposes.
If a conviction is obtained on a property it can be taken over by the Assets Forfeiture Unit -ignorance is no defence.

I cannot get the lettering size sorted out for some reason. I apologise.
Had the same problem myself. Great post CB.
Fixed.
To me this particular story is an indication of the fear people have to live in every day, when even a couple of wild kids partying for days on end are seen as dangers and criminals to the community. In the normal world, the police would have been called in, harsh words would have been spoken by the landlord and things would have calmed down. But in South Africa, people are too terrified to just stroll over there with a cop in tow and speak to these rowdy party-goers. So the story gets totally out of hand. And sooner or later, someone would have started a racewar...
